Cheney's second hunting accident?

Did, as suggested, elements in the administration go around Bush and Rice to engage in a risky military action? Call it the fog of war, justifiable intervention or is it a divide in the administration? Can Pres. Bush control the Neocons?
Maybe it is better to fight an asymmetrical guerilla war by even more covert strategies and by engaging a willing proxy. It would be interesting to ask David Petraeus these questions tomorrow.
